On January 7, 2010, Governor Schwarzenegger signed into law the California Open Enrollment Act, SBX5 4 (Romero), which establishes a list of 1,000 “low achieving” schools for each school year. Parents/guardians of students at one of the 1,000 Open Enrollment schools have the option to request a transfer to another school with a higher API score within the district or outside of the district. Excluded from the list are charter schools, court schools, community schools, community day schools, and schools with less than 100 state test scores. Additionally, no district will have more than 10% of its schools on the list.
The intent of the Open Enrollment Act is to provide parent options for student attendance. Those parents of students currently attending one of the 1,000 Open Enrollment schools identified for the school year have the option to request a transfer to another school with a higher API score within the district or outside of the district. Once enrolled by the school of choice, the student may remain until the highest grade served by that school without the need to reapply.
As a result, you have the right to request enrollment in another school within the Los Angeles Unified School District (LAUSD) or another school outside of the district, if that school has a higher Academic Performance Index (API) score and it has available space. If you are interested in applying for the 2013-2014 school year you must apply no later than January 1, 2013.
For the 2013-2014 school year, if you are interested in enrollment outside of LAUSD, you must contact the district you are interested in attending. They will provide you with details regarding their enrollment procedures.
Please note that transportation is not provided for Romero Open Enrollment transfers, whether to another LAUSD school or another district’s school.
